Summary The incumbent serves as a Program Analyst performing duties within the Contracts Management & Performance (CMP) Directorate of the Integrated External Networks (IEN) and supporting initiatives and projects through communication with contractors, field facilities, and others within the Agency to define and analyze healthcare issues and/or trends. Incumbent reports to the Performance Program Manager in the CMP program office. Responsibilities The major duties include, but are not limited to the following below: Responsible for planning, organizes, and carries through to completion analytical studies involving the substance of key agency programs. Coordinates studies that are of such breadth and intensity that they often require input and assistance from other analysts and subject matter specialists in fields appropriate to the subject. Coordinates where the assistance of other analysts is required, the incumbent typically serves as the team leader responsible for assigning segments of the study to various participants, coordinating the efforts of the group, and consolidating findings into a completed product (e.g., evaluation report, proposed changes in legislation or regulations, or recommended course of action). The Program Analyst at this level, is responsible for identifying the nature of the issues or problems to be studied, and in planning, organizing, and determining the scope and depth of the study. Responsible for how the nature and scope of the issues are largely defined. Ability in separating the substantive nature of the programs or issues studied into their administrative, technical, political, economic, fiscal and other components, and determining the nature and magnitude of the interactions. Responsible for discerning the intent of legislation and policy statements, and determining how to translate the intent into program actions. Work Schedule: Monday through Friday from 8:00 AM to 4:00 PM (MST), or at the discretion of the supervisor and the needs of the agency. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Applicants may qualify based on their specialized experience as described below: GS-12 GRADE LEVEL: Specialized Experience: Applicants must have at least one (1) year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. [To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the normal line of progression for the occupation in the organization. Examples of creditable specialized experience include but are not limited to: experience leading and executing program/project governance in all phases, including Initiation (i.e. establishment of governance framework); Planning (i.e. defining metrics, risk management, stakeholder engagement); Execution (i.e. communication, reporting); Monitoring and Controlling (i.e. reporting, briefing) and Closing (i.e. assurance, validation); experience coordinating teams to develop appropriate documentation and plans including (but not limited to) Business Case, Program or Project Management Plans, Stakeholder Management Plans, Risk Management Plans, Communications Plans, Budget and Acquisitions Plans, Planning (schedule) and Governance, and change requests; experience serving as lead analyst responsible for the evaluation of the effectiveness and efficiency of major project or program operations impacting the delivery, payment, safety and quality of health care rendered to Veterans, their family members and caregivers in the community; experience developing detailed plans, goals, and objectives for the long-range implementation and administration of the project or program, and/or develops criteria for evaluating the effectiveness of the project or program; and experience utilizing qualitative and/or quantitative methods for the assessment and improvement of both programmatic and project related activities. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some walking, standing, bending and carrying of light office items is required.
