Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: Either A. A bachelor’s degree in science, economic, engineering, management, policy, or law in one of the following fields: • Ocean or maritime, lakes, estuaries, coastal, environmental, earth science, natural resources, marine transportation, climate, energy, or sustainability* AND three years of full-time professional qualifying experience. **Or B: A bachelor’s degree in one of the following planning-related fields: • Urban or regional planning, geography, or landscape architecture* AND three years of full-time professional qualifying experience.**Or C: • A master’s or higher degree as described in either A or B above* AND two years of full-time professional qualifying experience.***Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.**Qualifying experience: Experience in developing and analyzing policy, developing strategies, and implementing programs dealing with environmental issues related to ocean and lakes on a local, regional, state, interstate, or national level. This experience must have included resolving differences among stakeholders through consensus and partnership building; evaluating programs, regulations, and laws; AND coordinating the implementation of multiple programs and projects.Examples of non-qualifying experience include but are not limited to: Work with ponds, rivers, streams, marshes, wetlands, transportation systems, fisheries, watersheds, or land protection that do not demonstrate a clear connection to the ocean or Great Lakes; or Superfund and PCB clean up on rivers.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Duties Description DUTIES: The Ocean & Lakes Policy Analyst 1 duties in Office of Planning, Development & Community Infrastructure will include but are not limited to the following: • Assists stakeholders, local, regional, State and Federal partner agencies on integrating ecosystem-based management into agency decision making, staffing, and funding programs.• Specific area of needed technical expertise is coastal community resiliency, including planning and project development.• Develops collaborative relationships within New York and among the Mid-Atlantic states to address existing and emerging threats to ocean health.• Identifies and builds constituencies to participate in and support new and emerging ocean policies and governance structures.• Develops and implements regional offshore spatial use plans for sectors of the Atlantic Ocean and the Great Lakes including siting energy facilities, identifying, and protecting offshore habitats, and fisheries, waterborne transportation, and navigation safety, enhancing tourism-based economies, and mapping ocean uses and biotic conditions.• Ensures appropriate and effective mechanisms are developed to implement offshore spatial use plans and engages appropriate stakeholders in developing use plans for the ocean.• Develops project work programs and budgets to advance regional ecosystem management projects, the continued development of the Coastal Alas, GIS mapping, models, predictive tools, the implementation of web-based communities of practice for scientific knowledge exchange; and monitors progress to ensure effectiveness.• Identifies and develops technical requirements for projects, designs, and prepares requests for proposals to obtain scientific, economic, or other expertise to augment internal capacity to ensure successful outcomes.• Assists with multi-agency technical work groups to develop and implement health indexes that report ocean and Great Lakes ecosystem-wide health.• Drafts and analyzes legislative, regulatory, and budget proposals.• Tracks Federal, regional, and State policy development related to offshore uses and resources.• Develops reports, briefings, speeches, presentations and other documents.
