Job Description

Duties Description The incumbent will support the Risk and Vulnerability Assessment program within the Office of Counter Terrorism Critical Infrastructure Unit. Duties include but are not limited to: • Perform a full range of Homeland Security Analysis. Homeland security analysis includes, but is not limited to, analysis of terrorist tactics and trends; infrastructure security trend analysis; program evaluation; fire, police, and EMS analysis; physical or cybersecurity risk analysis; threat analysis; physical or cyber security assessments, communications, public health or emergency management analysis; hazard analysis; or any other public safety analysis as appropriate.

  • Provide adversary tactics and trends analysis in addition to the following types: infrastructure trend; program evaluation; fire, police, and EMS; risk; threat; cybersecurity, communications, public health or emergency management; hazard; and/or public safety analysis as appropriate.
  • Direct, plan, organize and conduct routine and complicated assessments, research, and studies.
  • Supervise, manage, and lead site/field operations to gather information relevant to program operations and initiatives, organize, analyze, and interpret incoming reports, intelligence and investigative action ensuring all required staff activities are completed.
  • Assess infrastructure security, which includes, working with internal and external partners, reviewing, evaluating and commenting on safety and security plans and concepts; identification of vulnerabilities at fixed facilities; identification of vulnerabilities in security systems and programs; making recommendations to improve the security of facilities; discovering potential failures.
  • Work with a multi-disciplinary team and developing and maintaining positive relationships with agency partners, including public and private sector entities.
  • Supervise the development and maintenance of collection tools utilized to support fieldwork.
  • Serve as a security subject matter expert.
  • Manage the hostile vehicle mitigation program and equipment required to support large events and mass gatherings.
  • Manage unmanned aerial vehicle risk program, research, engagements and equipment as required.
  • Support research, analysis, and writing activities as required.
  • Ensure equipment and data for responsible programs are cared for and maintained appropriately.
  • Engage with and support in security preparations for large events and mass gatherings.
  • Timely develop professional findings, reports and other work products.
  • Support activation at the Emergency Operations Center.
  • Develop and maintain proficiency of the NY Responds System.
  • Take part in professional development opportunities and maintain certifications to validate proficiency.
  • Routinely work with sensitive information, requiring the ability to obtain a National Security Clearance.
  • Maintain a detailed knowledge base of document handling procedures and complying with federal, state, and Division of Homeland Security and Emergency Services (DHSES) specific policies and protocols.
  • Perform additional duties as required, including those of an emergency nature.
Operational Needs:
  • Travel will be required (about 30%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position.
  • Travel will include traveling to job sites and working outdoors, some lifting, bending and climbing.
  • Assignments may result in a change in working hours, locations, and/or duties; unscheduled overtime, and some evening, weekend and/or holiday work can be anticipated.
Minimum Qualifications Non-competitive: one year of permanent service as a Homeland Security Program Analyst 1; OR bachelor's degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. Substitution: A master's degree may substitute for one year of the experience. Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
