THE OPPORTUNITY OC Public Works has an exciting career opportunity for an Environmental Resources Technician in our Environmental Resources/Watershed department. Environmental Resources Technicians (ERT) perform a variety of assignments as part of a skilled professional staff in programs designed to monitor, maintain, or improve the quality of environmental factors related to the County's land and water resources.
Under direction, the ERT's job duties include, but are not limited to::
- Performing a wide variety of environmental assignments related to the protection and enhancement of Orange County's streams, channels, bays, and coastal waters
- Implementing regulatory compliance programs in response to National Pollutant Discharge Elimination System (NPDES) permits and Total Maximum Daily Load (TMDL) requirements throughout Orange County
- Conducting specialized environmental studies
- Conducting field monitoring of water quality and quantity
- Assessing environmental data and preparing informational / scientific / technical / compliance reports for the public, executive management, elected officials, and regulatory oversight audiences
- Assisting with the management of specialized consultant contracts
- Prepare and deliver presentations in public and professional settings
- Conducting technical reviews of reports, permits, work plans, etc. prepared by others
- Contribute to OC Public Works' leadership role in the management of surface water quality in Orange County
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate must possess a Bachelor's degree or higher from an accredited college or university, in environmental science, biology, chemistry, environmental engineering, watershed management, ecology, geology, or a related science field. Environmental regulatory compliance experience with the NPDES Stormwater permits and surface water monitoring is highly desirable. Possession of any of the following certifications is also highly desirable but not necessary; Nationally recognized certification in either the stormwater or erosion control category, State of California Qualified Stormwater Pollution Prevention Plan Practitioner (QSP) certification, or State of California Qualified Stormwater Pollution Prevention Plan Developer (QSD) certification.
In addition to the minimum and desired qualifications, the ideal candidate will demonstrate the experience and core competencies as described below.
Technical Knowledge - Knowledge of basic scientific research and analysis
- Knowledge of Geographic Information Systems (GIS)
- Knowledge of web-based applications, databases, and the MS Office suite.
- Knowledge of basic chemical laboratory methods, safety, sample handling protocols, equipment, materials, and facilities
- Knowledge of federal, State, and County laws, regulations, and policies governing surface water quality National Pollutant Discharge Elimination System (NPDES) and Total Maximum Daily Load (TMDL) compliance programs
- Ability to collect environmental samples through prescribed methods
- Ability to traverse uneven terrain to conduct fieldwork and/or site inspections
- Experience with construction site inspections with visual assessment processes
- Knowledge of construction and post-construction best management practices (BMPs)
- Experience with reading and interpreting construction plans
Oral & Written Communication - Ability to prepare informational, scientific, technical, and compliance reports Effectively communicate using oral and written communication
- Building and maintaining effective working relationships
- Communicating clearly in public presentations to multiple audiences Understanding and following oral and written technical instructions
LICENSE REQUIREMENTS Possession of a valid California Driver's License may be required for some assignments.
