Job Description

Summary The Environmental Protection Specialist, titled VHA Green Environmental Management System Manager (GEMS Program Manager) is the VA's primary approach and responsible person that addresses environmental performance in a manner that meets the requirements of Federal, state and local environmental statutes and regulations; applicable Executive Orders and VA and VHA Directives. The GEMS Manager is responsible for managing, supervising, administering, and advising facility employees and Leadership. Responsibilities Duties to include but not limited to the following: Develops, implements and manages environmental goals, policy, and procedural documentation. Provides guidance to management and Leadership to address environmental findings and ensures that the health care systems programs satisfactorily address environmental compliance, operational controls and procedures related to environmental aspects. Provides guidance, oversight and consultation with management to consult and resolve to address and resolve compliance findings. Monitor environmental compliance through ongoing review of operations and program management Assess performance as it relates to regulatory compliance and GEMS program conformance, and informing facility management of findings. Acts as the primary point-of-contact and speak on behalf of the VAPAHCS with Federal, State, and local regulatory and other agencies, tribal organizations and the public for environmental issues. Identifies environmental aspects, including significant environmental aspects Establishes operational controls for significant aspects. Evaluates and updates standard operating procedures (SOPs), checklists and other control documents and activities where necessary Sets environmental objectives and targets, based upon the significant environmental aspects, on an annual basis in order to pursue continual improvement of environmental performance. Develops an Environmental Management Plan for each target and significant environmental aspect. Facilitates VISN Environmental GEMS Audit (VEGA) at VAPAHCS or at other facilities within VISN. Develops an action plan with management to address VEGA findings and corrective/preventive actions to address environmental deficiencies in a timely manner. Environmental Planning Provide assistance, guidance and training on NEPA and related environmental matters. Plans and develops environmental policy and procedures; coordinates and conducts environmental engineering reviews and analysis Develops plans and schedules, establishes environmental requirements necessary to support assigned program Sustainability Knowledge of sustainability guidelines and procedures for design and construction phases of green buildings. Plans, organizes, implements, overseas and provides technical, management and supervisory assistance for projects to resolve environmental problems. Develop training for personnel and provide technical information on environmental and industrial hygiene subjects. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing, supervising, administering, and advising facility employees and leadership, develops, implements and manages environmental goals, policy, and procedural documentation, identify and implement training, policies, operational requirements and engineering controls needed to comply with evolving and dynamic environmental regulatory requirements, establishes project goals and objectives, provide findings and recommendations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
