Job Description

Riverside is seeking to hire a Data Analyst and Engineer to work with a Senior Data Analyst and Engineer and support Enterprise Data Management Services (including Geospatial) for the National Park Service (NPS), Information Resources Directorate, National Information Services Center (NISC) in Lakewood, Colorado. Overall, NPS needs data management services to document, plan, create, deploy, maintain, sustain, troubleshoot, and update new and legacy enterprise geospatial and data management systems. These services include database operations, geospatial enterprise database and geospatial web service support, data development, data migration, data pipeline development, data integration, geospatial web mapping, and reporting or business intelligence capabilities.

This position will assist the NPS data governance team in developing and maintaining data processing software responsible for requirement capture, database development, data documentation, and with development and maintenance of data processing pipelines. The position will coordinate with NPS staff to create unique data infrastructure, running tests on their designs to isolate errors and updating systems to accommodate changes in NPS needs.

Responsibilities:

  • Develop data models, database schemas, data pipelines, and perform data migration activities. Migrate data from as-is to to-be data structures.
  • Maintain expertise in SQL and python programming to write procedural code for databases including Microsoft SQL Server and PostgreSQL (T-SQL or PL/pgSQL code).
  • Understand enterprise level spatial data management, its unique characteristics, and how to effectively store spatial data within in Relational Database Management Systems (RDBMS) and geodatabases.
  • Create data migration plans documenting key activities, tasks, and risks associated with populating new solutions with all current and historical data necessary for correct operation of the solution. Monitor and report progress of the data migration plan at project level.
  • Build required coding and/or infrastructure for optimal extraction, transformation, and loading of data from various data sources using Cloud and SQL technologies.
  • Perform analysis to assess quality and meaning of data. Document data business and quality rules and requirements and implement them into data engineering activities.
  • Design quality management processes and plan for data migration activities including validation of loaded data to ensure the maximum efficiency and accuracy of data populated within the new solution.
  • Identifying, designing, and implementing internal process improvements including re-designing infrastructure for greater scalability, optimizing data delivery, and automating manual processes.
  • Working with stakeholders and customers and assisting them with data-related technical issues and data infrastructure needs.
  • Work with NISC and other NPS staff to identify process improvement opportunities and propose system modifications. Create presentations and reports based on recommendations and findings.
  • Structure small and large data sets appropriate to the intendent audience or application to support efficient retrieval of usable information. Perform data requests as needed.
  • Define and maintain domain definition requirements for a complete set of permissible values for an attribute/column.
  • Work with a team of analysts, database administrators, GIS specialists, and other personnel to process alphanumeric and geospatial information and to support data governance activities; and
  • Develop and document appropriate metadata records (business, technical, process, and operational) for the contents of developed data management systems and data standards.

Qualifications / Skill Requirements:

  • BA/BS and 2 years of experience with data analysis and engineering activities including data schema development and data migration activities.
  • Knowledge of data development and data systems engineering.
  • Experience developing and maintaining data processing software
  • Experience with requirement capture, database development, data documentation, and development and maintenance of data processing pipelines.
  • Coding experience (e.g., SQL, Python, PowerShell) and other tools for performing data migration (e.g., extract, transform, and load tools, ArcGIS Data Interoperability, SQL Server Integration Services, and other tools such as open source).
  • Understanding of enterprise level spatial data management, its unique characteristics, and how to effectively store spatial data within in Relational Database Management Systems (RDBMS) and geodatabases.
  • Strong organizational skills
  • Detail oriented and effective verbal and written communication skills
  • Ability to be flexible in responding to changes in schedules and job priorities
  • Able to work in a team environment with partners from various disciplines
