MOHCD is organized into three divisions – Homeownership and Below Market Rate programs (HBMR), Housing Development, and Community Development. HBMR programs work collaboratively within all divisions to inform policy and deliver affordable housing to the low- and moderate-income communities it is intended to serve. HBMR focuses on creating and implementing housing policies that deliver safe, stable, and sustainable affordable housing. We are recognized nationally for our innovative Inclusionary Housing program that delivers hundreds of below market rate ownership and rental units in market rate buildings each year; we are stewards of an extensive portfolio of Below Market Rate units.
Job DescriptionUnder the direct supervision of the Affordable Housing Lottery Preference Program Manager, the Affordable Housing Lottery Preference Program Specialist is the lead staff for the Certificate of Preference (COP) program created to provide top priority in affordable housing lotteries to household members displaced by the former San Francisco Redevelopment Agency in the 1960s and 1970s and their descendants. This includes the distribution of housing lottery preference certificates used to improve the chances of accessing an affordable housing unit in San Francisco. The position is part of a team that performs a variety of activities related to the administration of all San Francisco affordable housing lottery preferences and assists in the implementation of them all. Currently this includes the Displaced Tenant Housing Preference, Neighborhood Resident Housing Preference, the Right to Return lottery preference, Live/Work in San Francisco Preference, and the Veteran’s preference.
Specific duties include assisting in the development and implementation of policies and procedures; maintaining a Salesforce client application and database system; maintaining a digital filing system; processing requests for lottery preferences; performing research in historic documents to find potential certificate holders; reviewing documentation, determining and verifying program eligibility; providing culturally competent written and verbal correspondence and supporting certificate holders in the application and lease up processes of affordable housing; providing resources and acting as an advocate for preference holders; assuring equitable access to City sponsored affordable housing for certificate holders; monitoring compliance with the program; attending both in person and virtual meetings; conducting outreach and education regarding lottery preference programs and affordable housing; tracking and reporting COP program outcomes and other duties as required.
Required Qualifications:
1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR
4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
